Helping Pennsylvania School Districts realize new revenue for their budgets by selling
delinquent property taxes with our patented tax lien management program.
Land banks are local governmental entities, not
financial banking industry players. They fight
neighborhood blight by helping communities obtain
titles or manage vacant, abandoned properties that
can carry years of unpaid property taxes. Usually
after some form of restoration or demolition, land
banks resell acquired properties to private owners.
Placing a property back on the tax roll is one of
many positive returns land banks provide.
In Pennsylvania, a land bank can be created
pursuant to Act 153. This Act, however, provides no
funding source to operate a land bank. Possible
funding sources could come from Community
Development Block Grants, charitable donations or
realignment of existing resources.
What many counties and local communities don’t
realize is they’re sitting on a long dormant asset
that can be put to immediate use, like kick-starting
your own land bank without a direct cash outlay
from your current budget.
Generating revenue from this asset (those unpaid
property taxes) involves using a patented tax lien

Although not a land bank, or a tax collector, MRS
works with public entities, helping Pennsylvania
taxing districts convert unpaid property taxes into
instant revenue.
Every PA municipality is sitting on delinquent real
estate taxes. If a PA municipality transferees those
unpaid property taxes to the land bank, this now
becomes an asset the land bank can use to create
funding. The MRS program is then used to broker
a deal for the sale of your delinquent tax liens,
generating unrestricted revenue back to the land
bank, to provide sustainability or to be simply used
initially as revenue to offset its own startup costs.
