Regardless of disparity amongst Pennsylvania
taxing districts, one common thread exists; a
majority of their 2018 – 2019 budgets have already
been allocated for fixed costs, leaving little leeway
to budget for persisting fiscal challenges that
haven’t been sufficiently addressed, no to mention
the unexpected, the unforeseen. As of this writing,
ongoing negotiations with the Pennsylvania
teacher’s union, and the attention that teacher
strikes have been garnering nationally has made
some business managers start to watch for new
budget uncertainties ahead. And then there is the
push to do something about making schools safer
for our kids, with no clear indication where those
additional funds will come from.
PSERS Contributions Continue to Rise
This still remains a considerable financial burden
for school districts. Tax lien management from
Municipal Revenue Service (MRS) can help you
meet this fiscal responsibility head on with debt-
free revenue generated without the need to raise
taxes, because it’s your money. It used to be that
you had to wait up to 4 years or more to receive
revenue from delinquent tax liens. MRS changed
all that with its patented process that converts
delinquent taxes into cash that can be used today,
by selling your unpaid real estate taxes.

Fund Balance Restoration
School business managers had to rely on their
fund balance to survive the past few budget
cycles. Many school districts depleted this and will
be looking at ways to restore it. Since funds
generated from MRS Tax Lien Management is
revenue from the sale of unpaid property taxes, its
debt-free and is an alternative to raising taxes.
In addition to providing solutions to the few fiscal
challenges presented here, the managed sale of
delinquent tax liens can produce real dollars that
can be applied towards your budget, improve your
bond rating or used wherever funds for operation
or services are needed.

Helping Pennsylvania Taxing Districts Hit By Unpaid Property Taxes Generate New Revenue For Their Budgets Since 2003
School Security Upgrades
Nothing so far has come out of
Harrisburg that suggests state
funding to help cover this new
fiscal burden for PA school
districts. On the federal level,
the President’s proposed budget
would cut funding for school
safety measures by 36 percent,
eliminating federal grants to
schools that are already in
place. Prepare for the coming
security upgrades now and look
into MRS tax lien management,
the patented process that
generates new revenue when
you need it most, including the
unexpected and unforeseen.
The MRS User’s
Guide simply &
clearly defines tax
lien management.

After many years using the previous
website layout it was time to update
and redesign the MRS website
making it more streamlined and
modern, including a web responsive
format that can be viewed on desktop
computers as well as smart phones
and other mobile devices.
A new feature to the website that’s
been added is a downloadable link
for the MRS User’s Guide that
provides an easy to understand
introduction to tax lien management
as well as a current reference list.
MRS has exhibited at PASBO Confenerence &
Exhibition for many years now. It’s a great
opportunity to meet with Pennsylvania school
business managers every year. We at MRS are
happy to report that this year at the 63rd annual
event, most of the business officials attending
stopped by the booth. Maybe it was our new booth
or perhaps it was the return of the MRS tradeshow
slot machines (or could it have been those tiny
bottles of Fireball cinnamon whiskey?). In any
event, it was the best attended show for us to date.
“While all the fun we had was great,” says Jim
Geronimo, MRS Chief Operating Officer, “we also
found most business managers not only knew who
we were, but were also familiar with our tax lien
program. We recently launched a new website,
updated our MRS User’s Guide, and designed up a
new tradeshow booth which lists all our clients.
This was the most receptive, attentive group of
business managers we’ve dealt with. They really
get the program and we’ve already started our
statewide series of follow-up meetings and seminar
presentations on what tax lien management can
provide to Pennsylvania School Districts”
Jim not only passed on a lot of information about
tax lien management and how it can provide new,
additional revenue to existing school district
budgets, he also took some observations away as
well. “More and more business managers are
using PFM as their financial advisors and to
design and implement financial strategies,” states
Jim. “During our conversations we learned that
many business managers didn’t realize that they
can use a financial advisor program, like the one
PFM offers, and still sell unpaid real estate taxes
using MRS Tax Lien Management. These are
complimentary strategies, not mutually exclusive
financial remedies.”
